Economic Development





I am proud to have the endorsement of the National Federation of Independent Businesses.

I have worked to balance the budget without raising taxes, eliminate wasteful spending, and save taxpayer dollars. Under Setting the Record Straight you can view the 13 tax relief bills I co-sponsored in the General Assenbly that included tax relief for military families, the elderly, and the disabled.

During the 2009 Legislative Session, my colleagues and I worked together to support our families through these challenging times by promoting the legislation you see listed below. These policies focus on economic opportunity for our community, and will create jobs and advance long-term economic growth.

RAIL
Delegate Valentine led the bipartisan effort that established intercity rail service from Lynchburg and Richmond to Washington, D.C., with service into the entire Northeast Corridor. This new freight and passenger rail service is critical for future economic development. The agreement between our Commonwealth and Norfolk Southern was signed April 1, 2009. Service is planned to begin in October 2009.

TRADE
HB 2240 (Valentine: Patron) Provides a long-term solution through the Virginia Economic Development Authority to create export documentation necessary for international commerce in at least 43 foreign countries.

BANKING
HB 2237 (Valentine: Patron) Addresses the full disclosure of card numbers on credit and debit card receipts for the purpose of preventing identity theft, promoting commerce and protecting consumers.

TAX INCENTIVES
HB 1735 (Valentine:Patron) Grants statewide authority to local governments to create Arts and Cultural Districts by offering tax incentives and regulatory flexibility to new and expanding businesses. This is an effective revitalization tool that creates jobs, increases revenue and encourages new capital investment.

RENEW VIRGINIA
Supports clean-energy production in Virginia through a package of initiatives. Delegate Valentine is a member of Kaine’s legislative team, and was patron of the Clean Energy Manufacturing Incentive Program.
